Frank J. Williams (August 24, 1940-) is a former Chief Justice of the Supreme Court of Rhode Island, a notable Abraham Lincoln scholar and author, and a Justice on the Military Commission Review Panel.
Ruled in 1999 that Kevin Koellisch, who sued Harle Tinney and her husband for full ownership of Belcourt Castle (Newport, R.I.), had unduly influenced Tinney's late mother-in-law, Ruth, who formally adopted him in 1990, to try to gain control of Belcourt and her other property, and ordered him to move out of Belcourt.
